2.19 + 2.69 = 4.88. (The towels and window cleaner prices added together)
0.04 x 4.88 = 0.39. (4% of 4.88)
0.39 + 4.88 + 3.35 = 8.62 (The sales tax + the price of window cleaner and towns + the price of the milk)
Mr. Chandler spent $8.62.
