I cannot see this cartoon but based on your description i would say that one theme would be that Reagan and Gorbachev did not get along well as two world leaders

Answer:

On K12

Reagan is shown wearing the flag of the United States because he was president of the United States and Gorbachev is shown wearing the flag of the Soviet Union because he was the premier of the Soviet Union.

The smiling faces on the television symbolize the friendly public relationship between these two leaders, but the actual tension between them is symbolized by the faces under the TV screens.

The symbol of the leaders arm wrestling on the earth shows that the fight for power between these two nations is actually affecting the entire world.
