A shortage of water is what would cause a cell to become hypertonic where the cell could shrink/shrivel due to the lower concentration of water and higher concentration of intracellular fluid. Osmosis is the flow of water from a high gradient to a lower one, in order to reach an isotonic level( where the ICF and water are equal) osmosis would therefore have to fix this problem within the cell
