What were the two main reasons that Western nations made a commitment to public education?

The first reason was industrialization. They wanted to "fix" the issue that was unskilled labor (workers without training or experience). This way they could meet the needs of the factories. The second reason I think was because more workers were needed. The more workers that factories and blue-collar jobs had the more progress they would make.
