Explain how the numbers of electoral votes are dispersed among the fifty US states. How does this rule apply to the District of Columbia?

The number is dispersed based on the amount of people in the states and this number is checked every 10 years at a census. District of Columbia has no representatives in the Senate, but they have 3 electoral college votes which is the least amount that a state can have, regardless of the number of citizens in it.
