gruop x terms
(x²-8x)+3=0
take 1/2 of linear coefient and square it
-8/2=-4, (-4)^2=16
add negative and positive inside
(x²-8x+16-16)+3=0
factor perfect square
((x-4)²-16)+3=0
expand
(x-4)²-16+3=0
(x-4)²-13=0
add 13 both sides
(x-4)²=13
answer is C
