Step-by-step explanation:

Property of a substance which makes chemical changes in the composition of any substance is known as chemical property.

Evolution of gas also represents that a chemical change has taken place in the chemical reaction and therefore it brings chemical change in composition of substances.

For example, when sodium carbonate reacts with hydrochloric acid then it results in the formation of carbon dioxide gas and water.

Na_(2)CO_(3)(s) + HCl(aq) \rightarrow CO_(2)(g) + H_(2)O(l)

This reaction shows that chemical composition of reactants has changed and thus, it is a chemical reaction.

I would say yes. The production of a new substance represents a chemical change of a substance so it affects a chemical property of the particular substance. It should be an indication of a chemical property. Hope this answers the question.
