Sometimes visualizing what is asked is easier so if you write 3/-18 the numerator is 3 and the denominator is -18. The common factor is 3 so the numerator can change to 3/3=1 and the denominator can change to -18/3=6. The end answer is 1/-6=-1/6. This is still a fraction which is a rational number. The answer is C
