A. In a strong judicial review system, courts have full authority to validate or invalidate executive acts and administrative decisions, or to apply or not apply a certain law to the particular case.

B. Naturalization is the act whereby a person voluntarily acquires a different nationality from his or her home country. It is a unilateral and discretionary act of the State, under the exclusive competence of the Executive Power, in the person of the Minister of Justice, in which the sovereignty of the State is expressed, since it satisfies all legal conditions.
