The answer is C. Inaction by the President after ten days of from reception of the bill is one of the ways of giving the force of law, which means an act of promulgating. After the ten days, the bill becomes an Act, in this case without the signing ceremony, which normally is done after a bill passed by a legislature and is approved by the executive.
