Yes, you can. If it requires 2/3 yards of fabric to make one scarf, it requires 1 1/3 yards of fabric to make two scarves. So, by having 1 3/4 yards of fabric, you have enough to make 2 scarves.

Yes because
1 3/4 is 7/2 and 2/3+2/3=4/3
So yes he can
