The question is saying that the offspring of a homozygous dominant (let's say CC) and a homozygous recessive (cc) is a white cat.
The only possible outcome would be Cc, which would be heterozygous.
This is because, by creating a punnet square, there is a 100% outcome of Cc by crossing CC and cc.
So the answer is B. heterozygous
