If you notice the change in the altitude of the Sun for various location on Earth you will find that on Equator the altitude of the Sun will vary from 66.5° to 90°. In this change of altitude the slantness of the Sun rays will be very less. Due to this the change in the surrounding due to season change will not be that prominent.

You can see that the regions near equator have almost same kind of condition throughout the year. Temperature also doesn't vary that much.

the place where the tilt of the earth will not affect the season are in the poles of the earth, the north pole and south pole. this is because in this area the tilt is negligible because earth is a spheroid, almost flat at the surface. that is why degree of tilt does not change the cold climate in the poles
