Option B, under ideal conditions, is the right answer.

The process through which the seed arises from the stage of dormancy and starts to grow (sprouts) is known as Germination. Both the internal and external factors are essential for Germination of seeds to be taken place. Right temperature, air or oxygen, water and darkness or lights are some of the important climatic conditions required for germination. As all these conditions come under the ideal conditions for the seeds to get germinate, thus option B becomes right.
