B. Some objects with mass and velocity have inertia while some do not.

Inertia is what matter possesses that causes it to keep away from any change in its state of motion. All objects possess a given velocity and that velocity is maintained unless an external force acted upon it. Therefore, all objects with mass possess inertia even if they do not possess velocity. Answer on this is option C.
