I think its B because you measure distance on the road in miles, you don't measure how far you went by hours. And the quantity of time does not measure in miles, but hours.

I believe the answer is
B.)
The quantity of distance measures in miles depends on the quantity of time measures in hours
. This is because when trying to find speed a person must know the distance and the time that the object/person traveled that distance which the time is mostly measured in hours.
