the answer will be 16. There are 4 1/4s on a ruler. Then you do 4 • 4 which equals 16

Dividing 4 by 1/4 will give us 16. There are 16 marks therefore from 0 to 4. This is true even if the number 0 is not placed with any marks. That is 1/4, 1/2, 3/4, 1 for the first number. This is repeatedly done up to number 4. Thus, giving us 16 marks.
