he payed a total of 12.24
we know of that 12.24 he bought one bag of dirt
12.24-3.99=8.25
and each tulip bulb cost .75 cents so 8.25/.75=11
he bought 11 tulip bulbs

3.99 + 0.75b = 12.24
0.75b = 12.24 - 3.99
0.75b = 8.25
b = 8.25 / 0.75
b = 11.....there were 11 bulbs
