There are two possible factors that determine how the level of pain you feel varies if a stimulus causes an all or none response:
1. the number of sensory neurons activated by a stimulus - the more there are, the more pain you are going to feel
2. the frequency of the stimulation - the more frequent the stimulation is, the more pain you are going to feel
