Which best represents a statement of fact?

Indeed, one hour after Japanese air squadrons had commenced bombing in the American Island of Oahu, the Japanese Ambassador to the United States and his colleague delivered to our Secretary of State a formal reply to a recent American message.

. . . the American people in their righteous might . . .

. . . the unbounding determination of our people . . .

Since the unprovoked and dastardly attack by Japan on Sunday, December 7, 1941, a state of war has existed between the United States and the Japanese Empire.

The answer is "Since the unprovoked and dastardly attack by Japan on Sunday, December 7, 1941, a state of war has existed between the United States and the Japanese Empire."

A statement of fact is any statement that can be proven and backed up with real evidence (study, research, observation, etc.), and that is objective, meaning that it is not based on any personal view or belief. The excerpt is a historical fact, and it is precise as it gives exact information of when and where the attack occurred, who provoked it, and to who was directed to. It is not an event based on an opinion as it is backed up with evidence: people saw the attack and the destroyed ships, the deaths, etc.
