To determine what the concentration is, simply concert 250.0 ml into L and then take the number of moles and divide by the number of Litres.
C = n/v = C = 0.60 moles of HCl/0.25 L of HCl = 2.40 M HCl.
The concentration is 2.40 M HCl.
