The way to find the answer is very simple just look at all the the other answers. We can't conclude that just because you live by a pool you own a bike or not. So A and B are out. D couldn't work because theres a higher percentage of owning a bike and live near a pool than owning one and not living near a pool. Therefore, from eliminating A,B, and D, we get the answer which is C. It is true that 1/3 of his classmates live near a pool and do not own a bike.
