We have to find the value of b so that the solution set is all real numbers for x.

This will happen when the expression is an identity for any value of x.

This happens when:


\begin{gathered} 6b\cdot x-4=-4-10x \\ 6b\cdot x=-10x \\ 6b=-10 \\ b=-(10)/(6)=-(5)/(3) \end{gathered}

When b=-5/3, any real value of x is a solution to the expression.

Answer: b = -5/3.
