The correct answer is B.

The Compromise of 1850 was a set of bills enacted as a form of agreement between slave and free states, after many years of political confrontations between the two blocs. Some of the regulations that constituted the Compromise were hightly controversial, such as the Fugitive Slave Act.

The Fugitive Slave Act was issued to ensure the return of slaves that had scaped to free states, to their owners, and the cooperation of officials from Northern free states in these procedures. Also, tougher penalties were established for those who tried to circumvent the regulations contained in the act.

It actually brought a false feeling of peace and compromise, as 10 years later the Civil war started because the underlying tensions prevailed.
