We know that 25% is the same thing as
one-fourth (1/4).
Since 8 cones is 1/4 of the entire amount of cones, you would multiply 8 by 4, much like the other question you asked.

think of it this way...
if 25% of 100 is 1/4
that means 1/4 = 8 cotton candies
to find the total you multiply 8x4 to get 32
there are 32 cotton candy cones
