Well in order to write a percent as a decimal you need to move 2 spaces to the left, because the meaning of percent is " out of 100" so two decimal points are hundredths.

Example: 65% is 0.65

Percent means - Per Cent meaning - / 100 as Cent is a 100.

When converting to decimal, we divide the given percentage value by 100.

4% = 4/100 = 0.04.

You are dividig it by 100 and divide operation moves the decimal to the left and as 100 is having 2 zeroes, so point will move 2 positions to its left...
