This is a tricky question. Here's my take on it. A "program" is a group of projects coordinated in a way to achieve a specific goal. It may not have an end date, unlike a project that would end when a specific goal is met. Drug regulation is not a program, but a policy. Physical fitness is a single campaign. I'm not sure how nutrician relates to hygiene. Now all of these initiatives or projects could be combined and managed in a way to encourage physical hygiene. But each by itself is not a "program" from my perspective. The World Health Organization considers water/sewage treatment as necessary in promoting physical hygiene, esp. in developing countries. Living in the USA, I have not thought of my city's sewage treatment as encouraging hygiene. But, think about it, it we did not have clean water or sewage treatment -- we probably would slack off on our hygiene routines. So, I think "A" is the best answer. It comes closest to being a "program" because it is not just a campaign or policy or public education initiative that ends when the intended goal is met.
