Explanation: The New Jersey plan wanted to allow states with smaller populations to have just as much power in the national government as states with larger populations. The Virginia Plan wanted just the opposite: more power for more populous states. The ‘Great Compromise’ would later settle this issue of political power in Congress by having representation in the House of Representatives based on population, while each state would get 2 members in the Senate.
