- National Government , create and impose regulations onto all of the citizens
- Provincial government , acted as an extension from the federal government, to reach all corners of the country
- Local government - An extension of provincial government for the local communities
- Traditional authorities - Created to maintain the original values and cultures of the people
- Political parties - as representative of the people
