Guardrails are put in place in the home and out in public spaces to prevent falls, that is their sole purpose. An anchor would prevent anyone from moving at all, personal fall arrest systems are put in place to assist people after they have fallen and safety nets catch people once they have fallen also.

the answer is B. Gurdrails, all the safety nets are going to do is catch you. if you're trying not to fall, something to hold onto would be absolutely perfect. Therefore the correct and final answer is B. I really hope this helps!
