I feel as if it would be 'A,' because even though it's downed, there's still a high risk that the electrical currents/energy could still remain, even after the fact that the electricity is down. There is a possible chance that the downed power lines are still connected to ones that are still working. Always act as if the line is still working and call 911 immediately if you come across one. Keep all people, children, and pets away from the hazard.
