Choose a number that is a factor of both numbers and just keep going down until you get to the smallest ratio you can. For example 4:16 4 can go into both numbers once into 4 and four times to 16
4:16 can be reduced to 1:4

Find a number that will divide evenly into the top and bottom of this ratio. Remember, a ratio can be also expressed as a fraction. 4/16
We can try the number 4. 4/16 / 4/4 = 1/4
And 1/4 is the simplified version of 4/16.
