Medieval communes in Italy started to develop into city-states until the 11th century. The first ones to be developed were Venice, Florence, Pisa, and Genova. Great Britain was the place where feudalism really developed through the 9th to the 15th century. During this system, the King was at the very top of the classes, followed by the nobles.
