A dangling construction are misplaced or wrongly organized words that the writer intends to be a modifier , but instead of doing that, the modifier erroneously describes a noun or phrase that is in the sentence -- sometimes with humorous results.

In this case the Sentence that has a dandling modifier is:

Dressed in a snowsuit, the cold weather did not bother the child.

In this setence the idea is presented as if the cold weather were dressed in a snowsuit instead of the child.
