Hello .....Here is a solution :
the equation of the line is : y = ax+b

the line passing through the point (-3, 9) : 9 = a(-3)+b ..... (1)
the line passing through the point (0, -5) : -5= a(0)+b ..... (2)
from (2) : b = -5
in (1) : 9 = -3a-5
3a =-5-9
3a=-14
a=-14/3

the equation of the line is : y = (-14/3)x-5

The formula is y-y0=m(x-x0)
So we plug in the Y's and the X's given:
-5-9=m(0-(-3)) >>>> -14=m(3)>>>>> m=-14/3

The next formula is y=mx+b , choose any point to use for X and Y: I'm gonna choose (0,-5)

-5=-14/3(0)+b >>> b=-5
Your formula is: y=-14/3x-5
