Find the lengths: 14-4=10, width: 10-5=5. 2l+2w=p: Sub in the length and width: 2(10)+2(5)=P. 20+10=30. The perimeter is 30 :)

You just need to add all the lengths of the sides of the rectangle. 4 to 14 is ten and you have two sides that have she same length so you have 20. 5 to 10 is five and you have two sides that are the same length so you have 10. 10+20=30, the perimeter of the rectangle is 30.
