a^2 + b^2 = c^2

4^2 + b^2 = 10^2

16 + b^2 = 100

b^2 = 100 - 16

b^2 = 84

b = SqrRt 84 = 9.2 <- Correct answer!

The answer is 12 feet, and you just use the pythagorean theorem to solve it.
