An indictment is handed down by a grand jury. This group is only assembled for this reason, not to judge guilt or innocence.

I believe the answer is: a grand jury
Grandjury consist of a collection of citizens that gathered in order to fulfill the request from the government to be involved in a jury duty.
These citizens would stand and witness the argument between defendants and prosecutor in the trial and would conducted a vote to determine whether the defendant is guilty or not.
