Start by finding the number of bags of chips that are not cheddar

40-30=10

there are 10 bags of chips that are not cheddar flavored.

to find the percentage we make a division between the number of items with characteristic we want, over the total number of items. Finally we multiply by 100 to let it in percentage.

to find the percentage divide the number of bags that are not cheddar flavored over the total bag of chips and multiply the result by 100

\begin{gathered} (10)/(40)\cdot100 \\ 0.25\cdot100 \\ 25 \end{gathered}

25% of the bags of potatoe chips are not cheddar flavored.
