y = 4x

Explanation:

Slope formula: y2 - y1 / x2 - x1

4 - (-8) / 1 - (-2)

12 / 3 = 4

m = 4

y-intercept (b)

y = 4x + b

4 = 4(1) + b

4 = 4 + b

b = 0

Slope-intercept formula: y = mx + b

y = 4x
