Hamilton had a loose interpretation whereas Jefferson had a strict interpretation.

Hamilton believed the constitution should be interpreted broadly to let the government do whatever was necessary. Jefferson believed the constitution should be interpreted strictly and that most things should be theft for the states to decide.
