They must prove they there is a reason for them to search. They do this by providing a probable cause such as a scent.

To obtain a warrant, law enforcement officers must show that there is probable cause to believe a search
is justified. Ya, gotta prove to a judge you have an actual reason for the search and not jus cuz, you bored.
