How was the roman republic's government set up?

1) People elected representatives to make decisions for them.
2) The emperor chose leaders to run the government for him.
3) People voted directly on laws and issues.
4) Voters chose the emperor form former government leaders.

Well lower people had no say in the laws that were made so not 3 aka C. Not 1 aka A because, again, lower people had no say in the laws. Not 4 aka D because they didn't vote. What is left is 2 aka B. The emperor chose leaders to run the government for him.
