How can you tell if a table is proportional and non proportional? How can you tell when a fraction is and is not?

PLEASE HELP!!!!

proportional is the relationship two numbers share. for instance, 3 : 6. for every three, there is six. for every one, there is two.
a table would be proportional if the top numbers and the bottom numbers corresponds, such as 1 on the top and 2 on the bottom. it would continue like 2 : 4, so on and so forth.
you can tell if fractions are proportional by using cross multiplication.
