He should, because he would get two more tickets.

To prove this, do this:
Divide $40 by 1.5 to get 26.6666666666666666667 (Ignore the .666666666667, just use 26 because you can't buy part of a ticket.)

Now subtract 5 from $40 to get the amount with the membership pass. You will get 35. Divide 35 by 1.25 to get 28. Marcel will get 2 more tickets if he buys the pass.
