The right answer is C "Can take the case to the Higher Court". The system of justice in the US is hierarchy so if you lose a case in a federal court of appeals you can take it to a state court and from this to the Supreme Court. You can file a petition to ask the higher court to review the case, however this court does not have to grant review.
