Add $10.01 + $9.94 which is $19.95
Than divide $70.00 by $19.95 and you get 3 shirts with money left over.

9.94 + 10.01p ≤ 70, so p ≤ 6
9.94 − 10.01p ≤ 70, so p ≤ 7
9.94p + 10.01p ≤ 70, so p ≤ 8
