Because it would end the civil war quickly.

The Confederate Congress in Montgomery voted to move the new nation’s capital from Montgomery, Alabama, to much larger Richmond, Virginia (Alabama, Mississippi, and South Carolina voted against the move), transforming this city the new capital of the Confederate state. After the fall of Fort Sumter, partisans on both sides hoped that the war might end with one sudden bold stroke, the capture of Washington or the fall of Richmond. Lincoln wanted the army to move directly toward Richmond.
