Executive order.
An executive order is an official statement from the president about how federal agencies and departments should use their resources. It is an instruction of how government should work within the parameters that will be set by Congress. The executive order must be framed within the limits of the law. If it is found to be out of acceptable standards, it is subject to legal review. In addition, Congress can pass a law that overrides executive order, but the president still has the power to veto the law.
