The answer would be D
Explanation and steps to solve:
1) Replace the < sign with an = sign
38 = 4x + 3 + 7 - 3x
2) Solve the algebra equation
38 = x + 3 + 7
38 = x + 10
28 = x
3) Put the < back in
28 < x

38<4x+3+7-3x===>Combine like terms
38<x+10====>Subtract 10 from both sides
38-10<x+10-10
28<x
The answer is D.
